Josep Borrell Fontelles is a Spanish politician with a long and distinguished career in European and Spanish politics. He served as the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. Prior to that, he was the President of the European Parliament and Spain's Minister of Foreign Affairs, European Union and Cooperation. He is a member of the Spanish Socialist Workers' Party (PSOE).
